The end of NHR: what is the impact on Portugal?

Recently, the tax framework for Non-Habitual Residents (NHR) was repealed, giving way to NHR 2.0. However, the lack of regulations on the new framework has led to uncertainty.

In an article for Iberian Lawyer, Carla Matos, a partner in CCA's Private Clients practice, reflects on the importance of NHR in the country's economic transformation. For almost 15 years, the framework attracted investment, increased consumption, and boosted the real estate market, helping to position Portugal as an attractive destination for foreigners. Even so, the exclusion of certain individuals, such as pensioners and real estate investors from the new framework could limit its impact, jeopardising the country's tax competitiveness.

‘Basically, these are new rules for attracting people, with a focus on foreign residents who come to Portugal to work, but it is essential to consider other individuals, such as pensioners and real estate investors in order to maintain the country's tax attractiveness,’ says the lawyer.
