What are the main obstacles facing the real estate sector in Portugal in the coming years?

In an opinion article for The Portugal News, Tomás Arantes e Oliveira, Senior Associate in CCA's Real Estate practice, analyses the challenges facing the Portuguese real estate market in 2025. Tomás points out that the excessive tax burden, bureaucratic complexity and ineffective policies are driving away investors and making access to housing increasingly difficult. He also warns of the urgent need to rethink property taxation and reform the rental system to improve supply and affordability.
